Bonkers and Miranda respond to a missing person’s report from Silas Stork, proprietor of Stork's Service, the armada of feathered messengers who fly toon babies to their 'parents.' His storks are missing! Bonkers aids Silas' baby backlog dilemma by getting Jitters to fill in, setting up a running gag as Jitters, in a bird costume, pedals a one-dog bicycle/blimp on his appointed rounds. While Miranda fends off Bonkers' 'birds and bees' queries about where human babies come from, the partners set out to find the storks. They eventually find that the birds have been bagged by an arms dealer scheming to use them to transport a disassembled stolen weapon out of the country.
